Appearance: Tandy has a petite, athletic frame from training in ballet and years of living on the street. She has blonde shoulder-length hair and hazel-colored eyes. She prefers casual, comfy clothes and is prone to wearing white.
Personality: Before the explosion that changed Tandy’s life, she was a normal little girl with a seemingly happy family and a good life. She had a nice home, what she thought were happy parents, a father she idolized, and a talent for ballet.
Then came the explosion that sent her and her father into the river where he drowned and somehow, miraculously, she lived. It was an event that haunted for through the years afterward. When we meet her about ten years later, Tandy has grown into a lost, bitter young woman that feels like the world has taken everything from her and so she was right to take what she wanted right back.
Tandy becomes a thief, targeting rich kids (especially young men) and using her feminine wiles to get them into a vulnerable position. She has no problem drugging the men and then robbing their homes while they are passed out. Furthermore, she has no problem hitting up a wedding by posing as one of the wedding guests and stealing the money meant for the catering staff as well as the money and car meant for the newlyweds.
Those examples are twisted examples of how brave or reckless Tandy can be. But she is a brave young woman as she often has no hesitation when it comes to jumping into potentially dangerous situations, sometimes feet first. She could be also described as scrappy or even a crazy white girl.
She does everything to keep people at a distance as she doesn’t feel like she can trust anyone. This is caused by the loss of her father and also her mother’s addiction issue. She often chooses to stay in an abandoned church instead of at the trailer where her mother lives because the two can’t be around each other for long without fighting. Tandy even kept her boyfriend at a distance, never telling him the truth about her life or even telling him that she cares about him. She even abandons him when he has been arrested for the crimes they commit.
Basically, she was on a dark path of using people and drugs to help numb her pain. It’s not until she meets Tyrone and their powers are unlocked does she start to change. Not that it’s an easy transition at first since she and Ty fight more than they get along in the beginning. But slowly they begin to bond and their growing closeness has a good effect on her. Eventually, the walls come down and she starts to trust Ty. There is a brief bump in the road when she finds out the truth about her parent's marriage and that her father had actually been abusive toward her mother.
After Tandy and Tyrone stop a catastrophic event, Tandy tries to change her ways by moving back home and working on repairing her relationship with her mother. She continues her friendship with Tyrone, often going to great lengths to help him while he is in hiding for a crime he didn’t commit. But old habits do die hard as she still keeps secrets now and then. She also struggles with her darker impulses and her anger towards the truth about her father. She uses that anger to find, terrorize and punish abusive men in an attempt to protect the women they are hurting. If a woman won’t leave her abuser, Tandy feels frustrated and often lashes out even if she will feel guilty about it later.
By the end of the second season, she starts to accept that her father will always be a part of her but that she gets to decide how much. That she can still be a hero even though it's a constant work in progress and struggles with her issues.
One of her biggest fears in life is losing Ty. They don’t always see eye to eye but, as stated in the show, she would rather fight a hundred times with him than one time without. He's also the one who has earned a great deal of loyalty from her. Even with pushing each other away at times, Tandy has no issue with doing whatever it takes to protect Ty. She will face off with a corrupt cop or even Baron Samedi himself if it means saving her other half of their divine pairing.

Lightforce Manipulation: Dagger can channel Lightforce in order to project and manipulate light. Her emotions play a key role in her powers and can even cause nearby lights to appropriately react, either flickering or glowing intensely.
- Lightforce Blades: Dagger can generate light into dagger-like constructs. These daggers are powerful enough to cut through a steel safe and can be conjured at will. While in Ivan Hess' mindscape, Bowen developed the ability to maintain her dagger constructs without having to hold them, allowing her to utilize them as deadly projectiles against the Terrors. During episode 10 of season 2, she demonstrated the ability to make a light sword as well.
- Lightforce Ball Projection: While seeking to stop a man from running away, Dagger managed to create a powerful orb of light, upon which throwing caused a blinding explosion.
- Hope Perception: Dagger can see the hopes and desires of an individual in a hyper-realistic manner by touching an exposed part of their body, causing her hand to glow.
- Hope Absorption: While viewing a person's hopes, Tandy is able to remove a hope from their mind and absorb it into herself. Stealing a hope in this manner has a negative impact on the victim. It can leave them in despair or cause them to act in ways they would not have done if that particular hope was still present. For example, once Liam Walsh's hope that he and Tandy would have a future together was removed, he subsequently betrayed and abandoned her, stealing all her money in the process. When absorbing another person's hope, Tandy experiences rushes of pleasure and euphoria - similar to intoxication.
- Memory Perception: When she and Cloak are touching the same person, Dagger can view their actual memories, rather than just subjective representations of their hopes (though the viewing of these memories may still take on some representational imagery, such as when they viewed Tandy's mother's memory of abuse at the hands of her husband). While viewing memories, avatars of Cloak and Dagger identical to their physical forms exist within these memories - with Cloak and Dagger able to interact with each other, and to a lesser extent beings and objects within the memories as well. When using this ability on Ivan Hess he was aware of Cloak and Dagger's presence within his comatose mindscape but retained no memory of this upon waking.
Abilities
Thief Tandy Bowen is skilled in theft, specializing in pick-pocketing. She was able to lift Tyrone Johnson's wallet from his jacket pocket undetected before he realized it was missing. Tandy was later able to steal Adina Johnson's Roxxon card without Tyrone noticing.
Investigator: Bowen is very intelligent and an excellent investigator, as was able to she follow every lead and rumor to discover the truth behind the Roxxon Oil rig malfunction through a series of documents.
Ballet: When she was younger, Bowen practiced ballet and has since resumed her lessons.
Marksman: After being trapped in the mindscape of Ivan Hess battling his Terrors, Tandy became skilled in throwing her light daggers in combat.
Combatant: While in Ivan Hess' mind, Dagger became capable of defeating multiple Terrors with her Lightforce constructs. She's since become skilled in wielding her daggers for both offensive and defensive purposes.
